Here is Mass I believe you can fish as many lines as you like. However, if i'm lure fishing, I'll only fish the one in my hands. If I'm bait fishing, I may fish two but usually just one. If I'm bait fishing with a friend, we usually fish three rods between the two of us.

Too many lines equals too many problems. If a school comes through, you get a mess.

Even offshore fishing we will just fish two lines with two guys. If conditions are ideal, we will fish three. If the baits are fishing into the bow, we will only fish one tight to the boat.
