Penn Internation 80W VSW - cover drag plate removal

Hey, guys - i haven't been here in a while, but i'm back now..
I've got a good deal on my 80W VSW which is on work on my table to bring it up to optimal tune-up however, i'm running into an issue in removing the side drag plastic cover. The lock pin is outwards completely, but i can't seem to be able to turn the cover for nothing. I've tried with high grip gloves & penn's specialized tool, but no luck.
Also, on Alan's 50vsx tutorial, he suggests unscrewing the plastic cover plate clockwise, however the arrow on the cover plate shows counterclockwise to unscrew, so which one is it?
