I have never put shims in the handle side plate that you have. All shims go on the clicker side from the inside of the reel not under the screw. If you put it under the screw you are not adjusting anything. There is a collar that stops the spacer or shim from falling through to the Screw or plastic plug.
I have not failed.  I just found 10,000 ways that won't work.
