I've seen references to the eyes of siwash hooks opening up at high drag in nearly every discussion about them, but not anything very concrete.  Does anyone have an experience with siwash hooks at high drag settings?  What is the safe drag range for common saltwater sized siwash hooks?

Has anyone had experience switching trebles to double hooks on offshore plugs and poppers?

If the Siwash had an open ring and it was closed improperly Yes they can fail even @ relatively low drag settings so don't overcrimp-easy to say not always so easy to do since the stainless steel is often quite soft.

I've replaced trebles with doubles on plugs many times it all depends some doubles are made of  thicker & heavier wire and results have been mixed.

Al annealed eye being the softest part of a Siwash hook will always have issues.
Set up your gear at home and test it to establish what load it will withstand.
