I would say they are more near shore but you will find them in deeper water around high cliffs and drop offs. They do seem pretty  nocturnal and that may be were the large eyes come into play.

gstours - aka - Gary....lives in Alaska where I also fish annually and near shore fish could be 180' down or deeper and almost all the deep dwelling fish have big eyes like this one.

A Quillback rockfish sporting big eyes and nasty, pokey dorsal spines.
