A good idea to check the condition of the other rivets.  Having the reel come off the foot under load is not good for your rod, not to mention your fingers.

If you do decide to go the rivet route, you need to have rivets that are the right diameter to be snug to the holes. When you compress the rivet, the goal is a snug top to bottom fit.  Cast aluminum frames will crack easily under compressive load, so you want to install by pressing against both ends of the rivet, and not pressing on the frame or foot.  Some sort of press (arbor press - or improvise something with a strong vise) is going to work better than going to town on a rivet with a hammer. This is going to be a lot trickier than the screw  method.

On the other suggestions.: 

I think that pop rivets are hollow in the middle, right?   These are designed for sheet metal.  I would be concerned about pop rivets being strong enough.f

I don't see plastic cable ties being strong enough. Probably will also contribute to backlashes.
