How Penn Fathom mechanic brake work?

Hi I'm curious how the mechanic brake on the Penn fathom Stardrag works?

For Abu when turn the tension knob the spindle will push the right spool bearing and the bearing will push the washer then washer touch the spool for braking.

Or penn did the same thing but use part 55L(ball bearing) push on the spool directly without any washer?
