Anyone know where I can get some of the o-rings for the free spool lever?

A decent hardware store should have them. Take the reel so you get the right Size. 
Do what you can with that you have where you are

 He sells the shift levers and you can buy the o-rings separately. Click on "custom Penn parts" then click on the shift lever page and scroll down to get "just" the o-rings

 Just in case you want to try to source locally, just be aware that most o-rings deteriorate rapidly from uv rays. Tom at Cortez has the best (by test) o-rings. The size you need is .08
