Daiwa SA30, very low drag

I was given this reel and its pretty beat up. I replaced the bearings and added some CF drag washers. Free spool is now very good, but the drag is so low. I had it filled with 25lb mono to test it and with the scale I use for my other reels I only get 4lbs of drag with the star cranked. Anything I should look out for when re-assembling it? I have re-assembled and assembled it 4 times and its still the same. I'll tackle it again this weekend.

any chance you had a digital scale that was set to kilograms instead of pounds?  i've done that several times.  i know four times is a stretch.  so maybe the spool is slipping on the spool shaft. the metal drag washers could be out of order.  there is metal to metal somewhere in the drag stack.  there is no braid, so you don't have braid slipping on the spool.

When you added CF washers did you buy the kit from dawn or improvise something? Can you make sure your drag stack height matched original? Lots of older not brand new daiwas have pretty thick drag washers stock. So if those get replaced with thin CF, cranking the drag all the way down doesn't mean what it used to, and your max drag would suffer tremendously.
Any machine is a smoke machine if you use it wrong enough.
