every year, i purchase a new mexican fishing license from this site.  and every year i have to fumble through it to figure out how it works.  the site is not user friendly at all.  the first thing that you have to do is to register.  that was the big hurdle.

once you have registered and signed in, you can click "Buy Permits." this takes you to the page that says "1. Personal Data" at the top of the screen. there is a drop down note that warns you to turn off and "pop up" blockers.  just close that note.
your personal information should all be listed.  if it is not, then add that information now.  click on the forward ">" arrow on the lower right corner.

now you are on the screen that says "2. License Data."  pick any starting date you want.  note that the date is "day/month/year."  then pick the duration of the license.  the price is in pesos but it says "$." the current exchange rate is 20.4 pesos to the US dollar.  a 1 year license is $1095 MXN.  that comes out to $54 USD.  i generally tell guys to get the 1 year license and just be done with it. now click on the arrow in the lower right hand corner to go forward.

this third screen says "3. Applicants."  Add in your name as it appears on your passport.  click the button that says you are a foreigner and pick anywhere as a fishing spot.  i pick baja california sur.  add yourself to the list.  now click the arrow on the lower right hand corner to go forward.

ok, because i already have a fishing license, this stupid software will not allow me to go forward anymore.  you will have to  fumble through it yourself.  if you can't get it to work, we'll have to figure something out.  if you can't get it to work, you might have to come down to the house and we can work on it together.  i generally prefer not to do this over the phone.  i had one guy that tried.  we could not communicate.

once you get the license, upload it to your laptop and to your phone and print out several copies

ok, that's it.  give it a try and let me know.  alan

I'll bet a peso or two that the problem you're running into is your current license hasnt expired yet and the software doesn't have an "if statement" built into the code to handle that.
