Question about drag stack on a Stradic 6000FG

I bought this used, and the drag stack doesn't fill the core to the wire retaining clip. Maybe 3/16" below it. Is this normal or is it missing drags?

Well, nevermind. I just called Shimano. The rep advised that over time the felt washer will compress somewhat.
