Title: How to properly date a Penn International?

I've heard some conflicting info regarding the dating/serial number system. Can anyone shed some light on the subject? I just picked up a few 30's and 20's. They are sounding rough but hopefully can be tuned up. Also any advice on common issues with these feels would be appreciated. Thanks

Start with a movie...then a movie and dinner, and see how things progress from there  :D
