  Are you trying to make  : Washer shims" ?      If you are , i would try this first .  https://www.harborfreight.com/9-piece-hollow-punch-set-3838.html
   You can punch the outside diameter first than do the inside diameter . 
   You may be able to use the hollow punch to help center the pin / or other punch  to center the inside hole .

don't laugh.  for thin teflon and thin carbon fiber, i actually have a full set of these and they work pretty well!!!!

Thanks for the replies....I am trying to make round brass shims for reels if that helps.
