I pour my own plastics and jigheads. Sometimes I tear them jamming a hook in them. An old friend gave me a tool like this to prevent that.
First you push the tube tool into the bait to create a channel. Then you push your jig head in...and finally the rigged bait. Excuse the final rig, it's my first try this year. No more ripped bait!

think you also need to add lots of super glue to keep plastic on the hook
Nah, I never glue them. This is about ripping them while rigging, not losing them. If I'm losing them, it means I'm at least getting bit! ;D

What's it made out of, inside and outside diameters,
This is a great idea, I'm always ripping them and the large curly tails are anything but cheap.
David, I made up 8 of them. Cost me about $2 to make.

That is a great idea. Did you use brass tubing? Almost like a cigar punch.
Any issues clearing the cutout portion from the tube?

Yessir! Went to the hardware store for that, then vacuum caps from the auto parts store.
I've got plumbing tools, so used the tubing cutter to cut them to length.
Weirdly enough, the tube of plastic stays attached to the bait and not stuck in the tool most of the time.
