I am working on a Mitchell 406 spool that was taped around the hub. Tape is off, but residue remains. What do you think is best, a little dove and warm water? I don't want to hurt the paint.

a light mineral oil or citrus oil. the wax remover for downhill skis would work well. that's a citrus cleaner.

Mineral spirits should also easily remove tape or label glue residue without any damage to metal or plastic spools.
Goo gone works wonders for adhesives!
Like Alan says , a light oil , even vegetable oil or canola is pretty harmless and works great.
Isopropyl alcohol removes everything.
I use WD-40 to remove sticker residue from anything non-porous.

Tried some lemon oil (because I had it and it smells better than pretty much anything else) and it seems to work well.

I'm with Frank - Nail Polish remover (acetone) is wicked POWERFUL stuff. Very useful, but my two "Go-To's" are WD40 and Isopropyl. Ironically, I have a couple of bottles of clear nail polish and a bottle of remover on the tool shelf; handy for when a wrap begins to come loose on one of my older rods.
I start with meths (mineral spirits), then IPA, then if I'm desperate Acetone (nail varnish remover) or M.E.K. The last two I try to avoid (if I can) because they can do a lot of damage to various plastics/finishes. Back in the day there were several solvents, I would have used, but many have been banned or not recommended in the UK mainly on health/environment grounds. Solvents like carbon tetrochloride, trichlor etc.
When I received the Godfather. (Everol 18/0)
It was covered in sticker residue from the pawn shop.
This stuff was like tree sap. I guess from multiple stickers being put on it.
Isopropyl Alcohol wouldn't phase it.
The next item in the Medicine cabinet was Fingernail polish remover and it removed it like a champ.
I have more serious measures, but they are in the garage.
This reel was just opened and on the kitchen table.
I didn't want to use any other solvent in the house.
My wife wouldn't complain, because she is used to that smell. ;)

you could also try Paslode Degreaser...same stuff, but easier to use.
Love this stuff on my fishing gear! does a great job on bearings as well, with no worries on plastic parts.

This^ is the best goo remover I've found. Ronsonol lighter fluid is mostly naphtha. I've even used it to remove sticker residue from guitars without damaging the somewhat delicate nitrocellulose lacquer finish. Leaves no oily residue behind, either.

I think there is one at the auction now. From Japan and the guy is proud of it. They're only about twenty years old and not that rare.
