Looks like a Penn but...
Any help ID'ing it is appreciated.

It looks like an Ocean City 990 with some Penn parts.

Looking at the tailplate, looks very similar to an old Ocean City reel, I have here!
I know I know they all look the same sometimes on the ends lol!
