Its an older ocean city  with a black wooden handle. Bay city is the only model i can find on it..

I thought Mike Cacioppo would step in here but will give it a shot based on Mike's recent book.  It's about 300 pages and I've read about 30 so far, so take it with a grain of salt.

The 250 yard Bay City was introduced in 1931, and stayed there until the end.  It was one of their best selling reels and there seems to be a lot of them around.  It is often numbered model 112.  The black knob probably means it was made before 1939.  You might narrow it down by checking whether it has a knock-down clutch lever or a rotating clutch lever and whether or not the rotating lever is spring loaded.  Also check to see if the handle blade is 'S' shaped.  Check for a locking handle nut and wrench.  Does it have a green or blue badge?

By now you have realized that the OC is much more sturdy and finely crafted than a Penn of comparable size and date.
