Dawn, do you stock these? Didn't see any in your list but I thought it was worth to ask anyway...
It's for the Ambassadeur 12/Ambassadeur NINE CL reels
It's three washers, stock parts #4565, #4567 and 2x#4569.
I don't have the reel here with me so I'm not sure about the sizes.

This is the measurements I've come up with:
#4565
Outer diameter: 28.5mm
Hole diameter: 16mm
Thickness: 1.5mm
#4567
Outer diameter: 22mm
Hole diameter: 11.2mm
Thickness: 1.0mm
#4569 (2pcs)
Outer diameter: 22mm
Hole diameter: 9mm
Thickness: 0.5mm
Do you have anything that can be modified or is it cutting from sheet that's the ticket?

Not any good matches but this is what I have:
