I don't know if it would meet all of your requirements but a Shimano Tranx 500pg would meet some of them.

Many of the tournament Catfishing guys I service reels for use the Shimano Tekota in 700 and 800 sizes. Shimano's levelwind system is very strong.

If you are happy with a static Mag, the tranx is a very simple conversion and works very well.

Shimano Tekota is what I recommended too.  But this gentlemen wants to private label a reel and rod combo.
