OK...so I have this part #15A-113H.....it is called an INSERT in the PENN PARTS Diagram......

Where does it go? And how does it go?

What purpose does it serve?

Does it need to be spring loaded?

Part # 15-113H is a Dog, Don't know what breed of Dog that is?, Maybe it's for the new Chinese Penn reels?, kind of looks like a Chow.

hah!  this i know.  there was one penn senator frame that had room for either a left hand or right hand dog.  for right hand reels, they made this plug to cover up the hole in the left handed slot.  that's all it is. 

Do i even need it?
