I have a Penn 5500 its dads having trouble getting the line to lay right. it has done this since  it was new. I have tried different washers under the spool but still have the problem, it wants to lay the line to the top of the spool? ??? ???

Could be anything, what type of line are you using, if you're using braid try fireline, see if that helps. If this problem started from when the reel  was new, it could be a defective spool. A little twist on the spool shaft could also have something to do with it. It appears the spool is traveling 1/16 short. :-\
