I picked this up lately and don't know who or when this frame was made.

it's a penn original!  i had one a long time ago.

Does it have any value other than being aluminum?

It's as good as it gets.  I still have 3 of them...complete reels with half aluminum frame that it.

I really like that frame on a wide. Its one less upgrade you have to worry about.
