Thanks again to everybody, it was all good. the feedback, the chuckles,the pictures, the quotes from other people with similar problems.
The solution was to press out the bearing cup, rotate it as shown below, and reassemble.......the reel works great now!!!! But it never could have worked right before as it appears that the penn factory assembled it wrong? the retaining screw was holding the cup in the notch machined out for it. there was no other way to assemble the cam into the grooves, as they are 180 degrees opposite as is the cam and its assembly....
Anyway its all good now!! Everybody Happy!!!!!!!!! Thanks everyone that offered their help......I learned a lot about cams,drags, and myself but I know also when I cant figgure things out there is always my friends on this forum.....with more than 10,000 years experience accumulated in fishing, tackle, boats, reels, and laughs..........

this last picture was taken just before I drilled the new location on the side of the cup into the factory tapped hole.

so this thing never worked right? not ever? straight from the factory? ???

I dont think it could have worked properly, it was not my reel, and nobody ever mentioned this "quirk" I noticed this when reassemble after doing a bearing clean/pack......

It works great now!!!!!!!!!!!!!!thanks to the people that gave me the "courage" to mess with what Penn has provided on this earth for Mortals to fish with!!!!!!!!!!!!!!!!!!!!!!!!

Seems there may have been a wear issue leading to a loss of tolerances that was then restored by this mod?
