Title: What Type Of Drag Washers Are These?

I have used Penn reels since I was a kid...but just started doing my own maintenance lately. I keep running into these style drag washers while tearing down reels. Are they a type that Penn used before the HT-100s?  ???

They are one of 4 types I have seen before HT-100s.

Yes,
They contain asbestos. They were called brake lining. Carbon Fiber is the way now.
They used gasket material and cork as well.

x2 what Daron said - probably asbestos based gasket material. Replace with greased carbon fibre.
