Title: Need help identifying reel

Can someone ID this reel that this gentlemen is using at the time of the 5:30 to 5:50.  It's very strange jigging reel.  The reel is a conventional reel but it's facing down and the reel's foot is like a spinning reel type.

Background on video: its from Taiwan.  Crazy fishing down there and they love electric reels.
