Title: how to remove oil port from handle

for replacement. can i just pick it out with a pointed tool?
looked online for video couldn't find one close enough to show actual 4/0
style handle being used.

What is actually going on Hank?  I am guessing you have and issue where the check ball is stuck (open or closed)?  I do not know for certain (but am pretty confident from my own 4/0) that there is no way to physically remove the ball and spring from the assembly.  What I have done successfully - 1. Good long term soak in solvent of choice (sonic cleaner even better).  2.  Physical cleaning.  I have found in the oral care section of my local pharmacy a style of one use dispoable dental flossing brush that is best described as a small pipecleaner (they come in a couple different diameters).  Perfect for cleaning out oil galleries and other nooks and crannies.  Amazing how nasty dried lube gets.  Don't forget the sideplate oil galley as well (the one in the plate that leads directly to the main gear).  If I missed on my guess let me know, I am sure we can figure it out.  Good luck- john
