This fish was caught south of where we were fishing on the 10/20-10/30 SOA trip and the week after.

Never. Despite rumours to the contrary ("it was standup with a shoulder harness!") I virtually guarantee that the capture was exactly 0% IGFA compliant. Gaff length, deckhands probably handled the rod at one or more points, and the obvious one being it was caught on a rail rod which would have been used as a rail rod....
EDIT: I've just read the following:
"Captain Jeremiah Sapp, who was a crew member aboard the Excel when Gill caught his tuna, reports that the angler only used a shoulder harness to battle the yellowfin and not the boat "rail" for leverage. That's an important detail in order for the catch to be IGFA eligible. Using a boat rail for support would disqualify the catch for IGFA inclusion. A shoulder harness is IGFA approved."
The cynic in me is inclined to wonder if there was a quick change of stories after they realised it was a record-sized fish. Why would anyone fish with a rail rod and then, in the spur of the moment, decide "oh no I think I will be incredibly inefficient and wind this one in stand-up style".
