I just put new carbon x washers in and the spool will turn when out of gear.Its just a slight movement and stops if you touch (its not being gear drivin ) just a slight movement? Everything else is perfect with it.So is it ok ?

Its ok. The pinion turns when the reel is in freespool. The shaft goes through the pinion and friction with the pinion can make it turn. Bob
