Title: How do you know when a bearing is bad?

When do you change them and when do you just clean them?  I know the obvious ones, but what about when you are cleaning and find a bad one that is obvious.  Do you change the rest or just clean them.  I hate to put everything back together and still have a problem.

i have some bearings that were received "open" from the dealer.  every once in a while, i can turn them with a little load and feel some roughness.  perhaps one out of 10 has been cleaned and brought back to perfect.  for all the rest of the bearings, if there is any roughness at all, i just toss them.  i've tried and tried to clean them and restore them, but it has never worked out.    :-\

if the centre piece of the bearing wasnt damaged,could you polish it and use it as a bush?
