Can a reel be re-threaded where the bolt screws into the reel for the reel clamp? I have a baja special whereby I can't use the clamp for this reason. Any input would be great and thank you in advance...

The best solution would be to have a Heli-coil installed. This is a device specifically designed to make this repair. A local machine shop should be able to do it for not to much money.

Although the helicoil is the best option...another to consider is a permanent metal to metal bonding agent such as that produced by Loctite. It actually isn't a permanent bond since the agent can be crystallized when heated above its effective temperature (like with a torch), if need be. A countersunk (from the inside) modified bolt might also do the trick. Proceed carefully either way, because mistakes can be costly here.
I would recommend either of those on a less expensive reel. I guess if Penn made it here then I think it is worth it to spend some money on it.

I can recommend helicoil option they are also stainless, have used them for repairing stripped threads on chainsaws, carburettors, housings just bought a set of M4 to use on my 900H.

Depending on the size of the original stud you can jump up one size and retap the hole. Going from standard to metric or the other way around is the best option sometimes so you don't go too large.
