This has been in the news in New England for a while now. I personally think there should be more joining him in jail. The Captains of those vessels knew exactly what they were doing as the same as the wholesale and packing houses. So many pounds of cod per trip was allowed and they went way over. This guy controlled 25% of the commercial fleet in New England but I'd be willing to bet that he probably did more than 25% of the over fishing. Many jobs were lost in the New Bedford area from this, BUT, in the big picture many more than we know of have lost their way of life. Numerous small fishermen have had to give up their boats and way of life because of the damage this person has done. It's such a shame, I've been fishing out of New Hampshire for over 50 years. Nobody knows from one day to the next what we'll be able to catch or keep.
Sorry for the vent their but I've had many friends lose their boats not just because of the regs but of cheating and greed of people like Carlos Rafael.

this is but one of the  scams  that has  been  going on  there   since  forever. A  few  years  ago it   was   lobsters being  unloaded   at  midnight  cause they   were  both  too  big  and  dude  didnt have a lobster permit. then  there  was  the  issue  of   small mesh  nets   vs   requirements. the feds make the  rules but   dont  enforce  them  and the honest guy  goes out of  business and the crook  gets  rich. and  now a lot of innocent   folks   have lost their  jobs  and  the honest  guys  are  long   gone  and  driving a  truck  or retired (me)  Duh  and they  wonder   why

It says right in the times article, " Carlos Rafael, well known in the fishing industry for over 30 years, and the attorney general says there were "rumors and concerns" of Rafael acting illegally for almost as long...(REALLY ??? 30 YEARS) must be an election-year for that jerk... Sure he belongs in jail, as do all the officials who let it slide..      Elected officials are like diapers, You gotta thow them out regularly or they start to smell.....
