Title: President 6725 sticky rotation causes?

I just tore down and serviced a President 6725X because it was getting hard to turn.  Had never been serviced since purchase in 2011.

Everything is cleaned lubed and put back together but the sticky reeling persists.  It feels smooth for about... 1/16 of revolution then "sticks", then goes forward another 1/16, then sticks again, and repeat.               

I'm guessing bad bearings would feel more consistent in grind and the staggered nature of the problem has me thinking some gearing part is damaged but wondering if someone has a more solid idea based on description before I tear it down again for a closer look.

 Try it with the spool off and see if problem is still there, I've had gunk under the spool feel sticky, also back off the drag and check

Any progress on the sticky President yet?

I've been considering an ultralight President as they are usually mentioned in "Best" reel tests but there are also several negative reports.
