How do i replace the rivet on an old Penn handle without getting the upgrade to bearings?

Do you want to change just the knob or just tighten up a loose knob ?

I was wanting to completely change it. But i looked a bit closer and the outer tube has eaten into the handle making it not worth my time. I have repeened handles tight before. This.one will get replaced. Thank you for all the info.
