It is the way the bailwire "sets" when the lock nut is tightened down.

3 ways to fix easy enough --

Hold the bail wire with a pair of tape covered jaws on a pair of pliers when tightening the nut -- so it doesn't "torque" in the direction of the threads.

Tweak (bend) the bail wire so that there is no outward pressure when it is attached to the bail support lever.

Or, after installing the nut -- if the bail support is not plastic or cast aluminum -- just use a vinyl jawed pair of pliers to bend the support so that there is no "outward expansion resistance" -- and the bail operates & closes freely through a complete cycle every time.  The proper amount of bend can be figured out by just making sure the bail slips into the  support hole with no outward resistance -- and is square, as well as free moving.

Typically, bails on spinners get tweaked over time because they are exposed to everything from constant use, being banged around, stored improperly, used improperly, or just a tackle box sliding into them in the bed of a pickup.

fred is right on, it always happens , you have to tweak the bail arm or bail, your doing nothing wrong.   harryk

1st generation spinfishers must be about the easiest reels to service ---but adjusting and tweaking the bail wire so it functions smoothly while getting the line roller square to the bail arm can be aggravating.  Sometimes it works out quickly, sometimes it doesn't.

Sometimes you can replace or mess around with the bumper to get the line roller to sit horizontal.
