Penn 9/0 external drag question

Have an old 9/0 with external drags that has been tampered with.  From what I see in the schematic after the drag stack comes the felt #140, collar cap #136, 8a washer then the star.  Is that correct?  I seem to have a reel with a mix of parts piled on from both int and ext drag systems.  Thanks
