PENN 70VS - Silver - Belleville Question

On this reel, there are 2 part numbers for the bellevilles....18-80 and 18-80w.

Whats the difference? 



And why after assembling everything, would I not have any freespool?

The difference is thickness but they can go in any order.  Take the spool out and hold the pinion, try and turn the spool, does it spin?

Yes it spins. Bearings are fine.   Feels like something is off with the cam??
