I'm sorry that I'm late to the party.

if the drag stack sits too low in the main gear, I would first replace the top thin metal washer with the stock, thicker washer.  If that didn't fix it, I would see if I replaced the last eared washer.  The last eared washer should sit flush or slightly higher than the top of the main gear.

Last is keep the 7 stack as is and just place a stock metal washer on top of the drag stack.
