penn 209 spool

The gear on this spool rotates back and forth approx. 1/8 in.  This can't be right, is there any way to tighten it. Is there a way to remove the spool shaft to clean it?  Thank you, Alan. http://i919.photobucket.com/albums/ad32/publiuss/reels/DSC00242.jpg
On further inspection I guess it doesn't really matter if it's loose since it's just the clicker gear?

It is just the clicker gear and you can fish fine without it. There isn't a simple way to tighten it up.
