How do you make braid slip on a spool

That wavy line and how it forms seems key to understanding how the problem develops.  Does the waviness start at the bottom and work its way up, or start at the top and work its way down?
The wavy /waffle spool starts from a the bottom . The line is going on too loose .  The working part of the spool is using higher drag and is now crushing /compressing the lower loose line .
