209 help please

I took apart a 209 and cleaned it, only problem I'm having is with the free spool lever(not sure the correct term). I've taken it apart over and over tweaking with it and followed the schematic. Am I missing something special here?

The eccentric (round thing, part 19-209) may need to be rotated.  Also, the eccentric jack (part 11-156) may be upside down.  Hold the lever in the middle between off and on while tightening the screw.
