Avid 300A Drag-what is it?

Working on subj reel and am not happy with the drag. I'd show you a picture but i'm tired of taking it apart. It is an older reel and the drag material is the skinny plastic type material except one side is grooved.
I have tried dry, oiled, greased and cannot get it right for me. Owner won't spring for an upgrade. What do you do with this type of material?
I'll post a picture later if it would help. Sturdy reel, 5 stack drag. Just can't seem to smooth it out.

Were the older drag types all installed dry e.g. old abu 6500 type washers or these plastic looking washers? Maybe they're contaminated with oil and I have to give them a better cleaning. Can't give up.

Owner won't spring for an upgrade.

Tell him it needs new drag washers.  The price for CF is not that much more than stock drag washers.

What do you do with this type of material?

I put it in the garbage can where it belongs.

I'd be done with the headache. Tell owner the drags are crap, suggest the upgrade. If he balks again, put the reel back together and hand it to him no charge.
Time is money and sometimes not worth the effort or repeat business. But smile as your handing it back.  ;)
