This is a camogli reel born in 1880 in Italy Genova

 Illingworth was supposed to be the first spinner but that reel predates him by twenty-five years.

Does the spool turn? It doesn't look like there's a rotor.

Looks like it does turn and the line roller oscillates using the drive gear.
