It might be Japanese Standard.

One of these, the phillips/slot combo perhaps?  I have a vague recollection that there was a unique tool, but I usually just use a carefully fitted flat driver.

That is a color of  different Horse for sure and the reel maker probably has a 30 dollar bit just to fit that .
In lieu of the Perfect Factory not available anywhere but Baghdad Bit I would find a thick bladed flat screwdriver/bit like Steve suggested.
I just tore into an old Berkley 810 Spinning Reel with basically the Same Screw Head using the Thick Bladed option but the screws are counter sunk and had to  Narrow the blade to fit but  it worked fine .

The screw heads are made to use both  flat or JIS (could be Philips) screwdrivers.  JIS= Japanese Industrial Standard.

Yes, it's a a combo straight/JIS.  I use a straight blade driver on those screws, just make sure it fits snug.
