fin nor 2000 bail arm reassembly

hi guys,

im trying to reassemble the bail arm spring assembly on the fin nor rampage 2000. im not sure if its set up right and if im doing it properly.


this is what i think it should be like


does the end of No.21 go into the top hole in this picture which pushes the spring down when the arm is opened?


Here is the schematic of the reel


any help would be greatful. i think i might be on the right path, but for the life of me cant line up the 21 into the hole. its so frustrating.


edit: should 22 be on top or under 21?
