Take down thumb screw

Anyone have experience with or info about dealing with Jigmaster/Squidder/etc take down screw? I have a couple of reels where the screw is missing the spring and nut and I would like to correct that. Also have a couple of side plates that are really beat up and will probably never use, but the screws are intact. So, how do I disassemble them? How do I reassemble? I assume the spring and nut go on the screw from the back of the side plate?

I do have one new screw I ordered. It is completely assembled and it appears that something was done to the threads to stake/lock the nut on. It will not rotate at all. How is one supposed to install that?

it should come with a brass sleeve that you must unscrew.
