Shakespeare 3500 anti-reverse not working

The actuator turns, but the dog doesn't seem to engage.  Is there a spring missing, or are the shaft washers with a tooth on them (the recipients of the dog) not the correct part?  Can't find a schematic for this reel.  Any suggestions?
