Shimano Tiagra 50 Drag Problem

I've repaired hundreds of Tiagras and am stumped.  The reel has drag with little movement of Lever. Almost full drag at strike.  Preset Knob not even turned.  I only changed side Bearing. Tried new spool shaft.  What's up.

Wild guess: Is the new side bearing the correct size? If it's too thick you might get the problem you are having if I understand it correctly.
