The one I have doesn't have an o-ring. It has a rubber flap a little over 1/4 inch wide that covers the hole

Based on the old notes we found for the 9/0, on the 4/0 that washer/cap would be the 136-113H. That and the 140-113H washer that goes underneath it would be unique part numbers that are part of the outside drag design.

I've never actually seen one that looked like that though, I'm not sure it's Penn's original part. It looks more modern. Someone might have machined up a replacement.
