Pflueger 1355 Rocket drag/crank issue

My uncle's reel.  I told him I'd try to fix.  It has an all or nothing sort of drag.  Only works at the very end and then it isn't very adjustable.  Only noted wear is on the split tension washer (copper lock washer), but it doesn't seem bad.  The reel only cranks with the drag set all the way, too.  I tore the entire thing down and removed heavy looking grease and put it together to the schematic and still the same result (just less lube).  Any help or recommendations are appreciated.  TIA.  Dan in MN

if it's the reel i'm thinking of, i worked on one of these once.  i had to hand cut a set of drag washers for it and it came out great!  this type of work is custom at it's very best.
