yeah, the springs are not holding the dogs back properly.  here is your schematic.

there are a pair of silent springs, key # 723-1 and 723-2.  the tension needs to be exact.  too tight and you will have noticeable resistance when you turn the handle.  too loose and they will not hold the #201 anti-reverse pawls (dogs) away from the #202 anti-reverse ratchet.  you can pop off the right side plate and check the motion.  i don't have the time now to take a reel apart, but you should be able to pop off the side plate and see how the springs work.  or how they do not work, in this case.
